Will I lose my tasks if I clear my browser data?

Yes. Clearing site data removes them. Use Backup (JSON) now and then to keep a copy you can restore.

Do my tasks sync between my phone and computer?

Not automatically, because there is no account. Download a backup on one device and use Restore on the other.

Can I use it offline?

Once the page has loaded it keeps working without a connection, and your tasks stay on your device.
